The Food and Agriculture Organization of the United Nations (FAO) is teaming up with Cambodia’s Fisheries Administration (FiA) to strengthen the country’s efforts against illegal, unreported, and unregulated (IUU) fishing.
Through a comprehensive training program, stakeholders in Cambodia’s fisheries sector, including FiA officials, cantonments, and the Provincial Department of Agriculture, Forestry, and Fisheries, will be equipped with the knowledge and skills to effectively implement the Agreement on Port State Measures (PSMA). This binding international treaty focuses on preventing and eliminating IUU fishing.
Illegal, unreported, and unregulated fishing pose significant threats to marine ecosystems and sustainable fisheries management. Cambodia, currently on the European Union (EU) red card list, has been unable to export seafood to the EU due to inadequate measures to combat IUU fishing. To address this issue, the FAO and FiA are collaborating to enhance Cambodia’s capacity to tackle IUU fishing and ensure compliance with international fisheries laws.
The training program aims to build capacity on various aspects of the PSMA, with an emphasis on developing standard operating procedures for foreign fishing vessels visiting and discharging fish in Cambodia’s ports. By implementing the PSMA, FiA officials, including cantonments and the Provincial Department of Agriculture, Forestry, and Fisheries, will have the tools and knowledge to prevent, deter, and eliminate IUU fishing activities in coastal provinces.
Dr. Chin Leakana, Deputy Director of FiA, highlights the significance of implementing the PSMA in meeting international requirements and combatting IUU fishing. He states, “The PSMA is the first binding international agreement specifically targeting IUU fishing. By preventing vessels engaged in these activities from using ports and landing their catches, we reduce their incentive to continue operating and block their fishery products from reaching national and international markets.”
Cambodia’s inclusion in the EU red card list signifies the need for urgent measures to address IUU fishing practices. By participating in the PSMA training program and implementing its guidelines, Cambodia aims to have the IUU red card lifted, allowing for the resumption of seafood exports to the EU market.
Marcel Kroese, a fisheries expert from FAO, emphasizes the importance of building capacity among government officials to strengthen monitoring, control, and surveillance.
